Mobilization and Planning of Programs

An actionable approach for planning the work needed to mobilize and initiate a large program.

Executed in a linear path, with later activities leveraging outcomes produced by earlier work efforts.

Work includes implementing a governance structure, support office with the acquisition and build-out of facilities, tools, infrastructure, and technical environment. Also includes program and project planning, and establishment of financial controls and guidelines.

Activities:
  • Setup program management, define an organization structure, program support office, roles and responsibilities, a high level program plan, identification of resources, and financial controls. 
  • Implement and establish the program support office. 
  • Establish facilities, supporting infrastructure, and the technical environment for the project team. 
  • Identify, acquire, and train staff needed to plan and handle the work of the initial phase. 
  • Establish processes for program and project planning, which deals with developing and delivering work plans and timelines that set management expectations for the planned work effort, and schedules, resources, and the overall results for the Program and its Project components. 
  • Identify and establish management practices and content, with a status about the progress for the Program plan, and provide management reporting against a number of defined milestones and quality points.
